My mom's complaining about only getting a half hour break after working seven hours. At a grocery store.

state laws differ a little, but in her 7 hour shift she should get 1 meal break and two breaks of about 15 minutes each.

Legally she is entitled to NO breaks. All breaks and lunches are solely up to the employer. She's lucky to get her 30 minute break. She has the choice to accept it or find a job that offers more breaks
SoccerRef and Elizabeth are both very very wrong. There is NO federal mandate for breaks. The federal government only has laws on compensation if breaks are offered. Ohio also has no laws on the books about breaks. I challenge each of them to reveal their sources. A quick search of Ohio labor laws will provide the evidence Ohio has no laws on breaks.

If she's working 7 hours, she should have had two 15 breaks AND a 30 minutes lunch break. The 15 minutes breaks are on-the-clock, but the 30 minute lunch break is unpaid (off-the-clock). That is the federal minimum for all states. If she is not getting that, her boss is breaking the law.
