I had a minor request a price quote for a service. That is fine, but I just want to know if it is legal to send a price quote to a minor? He just wants a general idea of the price of the service my company offers. I'm a little confused here :/ Should I address it to him / Legal Guardian?

It's fine to send a price quote to a minor. He can't enter into a contract, but there's nothing illegal about giving him a quote.

If a kid walks into a candy store and asks how much XYZ candy bar costs, he's similarly asking for a quote. If the clerk say's $1, then the price has been quoted and is the cost of the transaction.

A quote isn't a contract, therefore a minor can ask for, receive and accept services as stated in a quote.

It is legal to send the quote, and it is even legal to sell to him. Parents have been sending their kids to the store with cash for centuries. The storekeeper breaks no law by selling to them, though many will not, for fear of their parent's ire. But I gave my son his own credit card when he was 16, and he never had trouble. He had a note, but was never asked for it.

The hitch is, that the law protects minors from you, and not you from minors. So any contract is voidable at his parents option or at his, when he becomes 18. If he changes his mind and wants to return the merchandise for a full refund, even years from now, you could be screwed, if you didn't get your money upfront, and the parent's approval to your return policy. Similarly you could be civilly responsible for a refund, and the doctor's bill, if a bellyache results from the massive amount of candy you sold him, since he was too young to know better and to assume liability for that possibility, like an adult.

What difference does it make? Are we that much of an anal society that we have to treat minors like handicaps now over a stupid estimate? Give him the damn quote!
