I remember a few years ago I was watching the Bill and in it, a baby is screaming constantly so his brother who is about 3 or 4 picks him up and throws him which causes the baby to die. The brother done it to stop him from crying. In this day, what would actually happen if this situation occurred? What would happen to the brother when he killed a baby at such a young age? Would he face prison or juvie when he's older or would they let it go?

No, you could not prosecute the child, as a child that young could never understand consequence of its actions to that extent. You would expect involvement from the local authority to establish why the child acted that way, and why the child was in a position to throw the baby, why had the parent not responded etc etc.

Ward of the court, was a term used in the UK that predated the children's act 1989 It means the the local authority have parental responsibility for the child, they are called care orders now.

No, the end result would be much the same, this is a child, not an adolescent. This child would require long term psychiatric care. The entire family would require intervention, and most likely the child would become a ward of the state.

With Obama in office, it would've been written off as a late-term abortion and the kid would go to jail for malpractice.
