Certiorari is a writ from a higher court to a lower court requesting a transcript of the proceedings of a case for review. Essentially the remedy provided by a writ of certiorari is the right of appeal of the case to the higher court.

Mandamus is a writ issued by a court ordering a public official or body or a lower court to perform a specified duty. Essentially the remedy provided by a writ of mandamus is that the court will order a lower court, a legislature or a public official to perform his, her or their duties as specified in the writ.
