so my friend send out a message telling people to go to a virus website to get xbox stuff. and someone reply back saying that was a form of phishing. i told him what it meant and he got scared. what would happen to him if police found out cause he is a minor (under 18)

Ugh, the best answer is Yes, but everybody needs to explain a little more. For one, did he send out the message via Xbox? If he did, then he can get permanently banned by the enforcement team from Xbox LIVE, and have the possibility of his console being banned. For two, if he's phishing (which it does sound like he is) this happens every day. I work for Xbox Customer Support and people call in all the time saying they "forgot their Windows Live ID and password" and want me to give it to them. We don't even have the password, and for you to get the Windows Live ID you have to pass full verification (referred to as PII, or Personal Identifiable Information) to even get that (which includes Full Name, Address, Phone Number, E-mail, Answer to the secret question, and last four of the CC number on the account). If he is NOT successful in getting somebody's account, then nothing will happen other than a permaban from Xbox LIVE, and maybe a console ban. If he obtains somebody's account, then that person will call us and ask us to do a UA (Unauthorized Access) investigation. It goes up to our investigation team (Better known as Tier 3) and they look into it. It has to be looked into to see if there are UA purchases, etc. We will work hand-in-hand with the credit card company and the local police for fraud and this could wind up in Juvi for him. If this was done strictly on the internet, it all depends on if people report him. I would rec. he takes down the request and he will be fine so long as no one has reported this. Phishing is indeed against the law and can resort in legal action.....Minor or not.

Yes, your friend can get into trouble for this. He tried to make people go into an infected website.

If he were to ever get caught which he probably wont...he will most likely pay a fine and told not to do it again.
