Yes it should be brought back. Reasons of criminal border between Poverty and greed. This is not right. The only problem with the justice system here in the Philippines is guilt is not always beyond reasonable doubt. There is always a price beyond reasonable justice. We would not know if the convict is really guilty or not.

I am in favor of the death penalty law to be imposed again in the Philippines. Criminals have no fear anymore to do such heinos and horrible crimes especially if they are only hired by some politicians who only think of themselves and what they can get. I think it's about time that people need to ponder about the future of their children with a lot of criminals in their surroundings and the proliferation of drugs. Most prosperous countries of the world have death penalty laws. Of course, the juries with all their exhaustive efforts have to determine that the right criminals are punished.



In God's government (Theocracy) instant death penalty was permitted. We need an environment like that before during and even before martial law where almost all ordinary people do not have to fear walking in the streets during midnight. I miss those days....

Yeah, I think our country needs death penalty to be restored again. I say this because those who commit crimes deserve it. I think they do not deserve to live and they are the ones that makes our country worse even to the eyes of other countries. They bring shame and terror to good people.

They waste important lives that are not theirs...



...I hope if this bill is approved, before they death penalize a criminal, they should make it confess first who's their leader. The roots should also be death penalized!

Yes- if it will be used on high ranking officials guilty of corruption as to instill fear to the politicians. An infamous corrupt official must be used as an example immediately as to instill fear to the corrupt ones.

No- because justice can be bought and the innocent could be put into death

Yes- putting to death these criminals will increase our country's budget by reducing its cost on prisoners

No- because it won't be effective in reducing crimes like rape/murder/theft. Because when these crimes our committed, the doer do not actually think of "what are the consequences afterwards?" rather they are usually in a desperate state. As such it could be ineffective in curbing crimes.

Yes! I do believe that the Philippines needs the death penalty! One time i was watching TV in Cinema 1 the title was "Anak ni Janice" there's this one scene in which a character name Larry said "I i can't take Janice by prayers I'll take her by force we'll kidnapped her" and one character in the group said "Were going to do a wrong thing we might get caught and put in jail" Larry replied and said "no worries there's no Death Penalty in the Philippines"



The point is even though it's just a movie it still depicts the sense that criminals have the confidence to do crimes because they are not afraid with our law, they're just going to prison if they got caught or if they have a good lawyer they can even be proven not guilty of the crime.



Surely there would be against the Death Penalty like the People saying about the Human Rights of this criminals but f*** them criminals don't have rights they removed their rights as human from doing a crime like the mass murder in maguindanoa or the girl raped and had her head cut-off.

the death penalty is not a deterrent against crime; the deterrent would be the police force actually capturing the guilty parties and the law serving justice. data shows that there was no significant decrease in crime when we had it. violent crimes have not gone away, it just depends on who was killed and how much screen time the crime gets that gets people riled up.

If people are more responsible and have discipline, death penalty is no longer needed. But for situation of our country, I think the justice system needs to be improve first, since some innocent are jailed for lack of evidence, and most criminals have ties with the government. if death penalty is restored in this time. most criminals will have the government's back (most of the officials have ties to the government), and the innocent will get the death penalty.

The Death penalty should be an option in cases where there are certain criteria met. First; When there is absolutely no doubt as to the guilt of said convict. Second; when it is painfully obvious that there is no remorse in the convicted party for the crime or the victims. and Third; when the guilty party is resistant to the concept of rehabilitation.

I find it extreemly disturbing that the world we live in today seems to be rearing generations which refuse to be responsible for their own actions, have an entitlement attitude, and expect others to "pay their way". This is true in any country in the world. Those individuals which have made good choices and have worked hard and sacrificed to get where they are, are expected to "take care of" those lazy individuals which have made bad decisions and have refused to take responsibility for themselves. I don't think that restoring death penalty in the country is a good idea. First of all, we are all human beings here, we do not have the power nor authority to determine when a person's life should end even if that person has committed every possible crime in the book. Second, the prisons are made there for purpose. Third, I believe that no matter how evil a person can be, may he committed numerous crimes, he still has a bit of good inside of him and he has the power to change himself.

If you want to punish a man for murder, then let them live in guilt in the confines of a prison.

It is more painful to remember the day you killed a person a cold blood than to just let people end your life quickly. You might even be doing the murderer a favor by killing him, as to end his psychological torment. Some alone time to think can do much of a difference to prisoners be it 20 years to life.



You can never really eliminate crime 100% Especially with a police force that is ineffective and outdated. In my opinion the Philippine National Police is relatively weak and underfunded due to corrupt officials and couple that with low budgeting you got yourself a weak police force. My suggestion pay your taxes and choose wisely who to elect as government officials & Keep kids in school and off drugs too give them a better chance for a future as law abiding citizens.



And by the way making the death penalty a deterrent won't do much good anyway, studies show that murder in the states where the death penalty is imposed is significantly higher than those without the death penalty. NO because:



1. justice can be bought here



2. its nothing new that courts had made errors before, and not just Philippine courts. what if the person sentenced is the wrong person?



3. i think killing them is stooping to these killers level and would be a justified murder just because a man made law says so. not all man made laws are necessarily right. we might not be murderers in the eyes of man made laws but in the eyes of God we may as well be.



4. we'll all be murderers in the eyes of God. not just the lawmakers who passed such law, or the president who approved of it, or the judges/justices who only applied the law, or the doctors who gave the drugs. it would be just another sin of our country which we'll all have to pay and suffer for.



5. is there really justice in "an eye for an eye, a tooth for a tooth"?

No, death penalty doesnt really prevent crime does it. It doesnt help anyone. The criminal is not reformed. Besides the argument that this will scare criminals isn't true at all, criminals are aware of the risk when they consciously commit crimes. The Philippine situation is desperate and this leads people to do desperate things. Rather than sit there and wait for hunger and poverty to kill them, they commit crimes as a way out or die trying. If we put them in life sentences, the we might be able to save them or if that fails we lock them up in solitary confinement as long as possible.

There are advantages and disadvantages for a death penalty. But I think it is better for us to be restored. Other countries implementing this law as a punishment to a heinous crime have more disciplined citizens and have a lesser heinous crimes because they are afraid to be one in the row of a death penalty. The disadvantage is the wrongful execution of an innocent person which is injustice that can never be rectified.

No, I don't think that death penalty is a deterrent against crime. The kidnap for ransom group, carnappers, kidnappers, etc. are even armed and will fight to death rather than be held captive, so its no solution. If they have money and power, they'll just use it to circumvent the law.



What we need is a true and just judiciary, not a politicized one. A good police system who are not concerned with promotion, rewards or awards but true investigation. A good legislation is needed, maybe like upgrade penalty for possessing illegal firearms/weapons to life inprisonment without bail, or solitary confinement for one year without lights to capital offenders. Yes, it is one of the measures that will prevent unscrupulous individuals to commit a heinous crime. They will always argue that if only sentence to life, they are still capable of being pardoned and again set free. They will either be reformed or back to their usual behaviour of being a criminal. Revive death penalty and in the process improve the justice system which will take a long time until the country will get rid of corrupt people who are influenced by bribery.

Yes. Death is not a cruel and barbaric punishment. Imposing death penalty again would somehow deter criminals from committing heinous crimes. Besides, it would also ensure protection of the State from hardened criminals because they cannot commit another crimes since they are dead.



Death penalty for notorious criminals is not a violation of human rights. As a matter of fact, more Filipinos' human rights will be better preserved because more law abiding citizens will feel much safer because soulless criminals will be put to justice by death.





I wish they'll repeal that law wherein minors cannot be convicted for committing felonies.

Hold upper and snatchers must be penalized cutting a part of his / her finger every time arrested and rapist should penalized by cutting his sex organ so those who planned to make such offense will think for several days to do the crime.

yes im infavor of restoring the death penalty here in the philippines. it is quite so disappointing that government officials and law enforcers were the one manipulating the crime. the philippine government should clean its rank from bad officials. for example, instead of using these PNP people in protecting us in the urban area, why not the PHILIPPINE ARMY do it for us. knowing the army's training in figthing any war, i am sure they are the one for said job. These PNP people because of their civilian mentality doesnt know at all there real job.. what they only cared for is how to get huge amount of money from any source.

Yes our country is democratic but this so-called "freedom" is getting abusive that most Filipinos are using it as an excuse (even their religion). Death penalty must be returned. I saw the news about a girl in Cavite being raped and beheaded, that is the most brutal thing that damn criminal did and he deserves to die (he was actually jailed before because of murder).



Do not listen what the Catholic church is saying because they're a bunch of hypocrites who are living in the past just like what they did against RH Bill. Now I'm a Catholic and I know that killing is against one of the Ten Commandments of God but if I were the president who will not forgive the accused and died from death penalty, I will just ask forgiveness to God and it's up to Him on what he'll do to me once I died.

Before the gruesome murder of his son, he was an ardent supporter of "no death penalty." The murder of his son drastically changed his attitude. It only means that the proponents of death penalty are persons who have not experienced the same fate as he suffered. yes, because we pilipinos could not move forward due to the present peace and order situation in the country. the government should enforced and tightened up the law. Used the so called "kamay na bakal". the criminals were not afraid of doing such act, because the punishment was quite lighter. I will agree in this kind of penalty, IF, the government will not utilized more fund. I recommend to use rope or BITAY instead of the lethal injection or electric chairs in the early days. hung them up in the park or busy place of the city (where the crime was committed) to be able to show examples to the people.

Even though years of imprisonment is a threat to their wrong doing, they still forgo because of their connections, money and power tp get away with the punishment.

Death penalty poses a warning to all the wrong doers to think a lot of times before doing the crime if not stop them. It makes people more disciplined. Just look at the era when capital punishment is still imposed. Everyone give his fair share of discipline in the society.

What we need is a true and just judiciary, not a politicized one. A good police system who are not concerned with promotion, rewards or awards but true investigation. A good legislation is needed, maybe like upgrade penalty for possessing illegal firearms/weapons to life inprisonment without bail, or solitary confinement for one year without lights to capital offenders. Maybe it is against human rights but they may think twice of doing the crime. What the gov't MUST do is to stop blaberring in front of TV cameras and go to work. CONGRESS should take a second hard look at our penal laws; the EXECUTIVE to improve law enforcement capabilities of the PNP and the jail managemenet system and for the Supreme court to revise the rules on criminal procedure. Congress should amend our laws denying REPEAT OFFENDERS the right to bail even if their cases are still pending in courts. It is a reality that even if these criminals are arrested, charged in court, they can just post bail and once granted, jump bail and evade arrest until rearrested for another crime. In as much as a person is presumed innocent and by reason of such innocence has the right to bail unless otherwise proven guilty by a competent court in a fair trial, doesn't WE, the public in general. deserve to be protected against such criminals who have no regard for the law? Practically, these repeat offenders are making a MOCKERY of our judicial processes, lenient as it is. It is therefore a MUST, to keep these types of criminals in jail and for the gov't to ensure that we have the facilities to keep them in. The right to bail should be denied to persons who have no regard for the laws that provides inherent rights giving them the opportunity to continue doing their criminal acts with impunity. Put in a realistic perspective, let's look at it this way. A person commits a petty crime and finds out once arrested that he can post bail easily and is out on the streets in a matter of hours. Doesn't this fact make such person bolder the next time?



On the part of the executive branch tasked with the prosecution of crimes, perhaps it is already high time to increase the amount of bail and multiply by the Nth fold such amount depending on the number of times an arrested person has already been charged with a crime.



Another point these gov't should also reconsider is the denial of the issuance of PERMIT TO CARRY FIREARMS to responsible firearms owner. Certainly, licensed firearms can not be used to carry out crimes as these can easily be traced. With the high ratio of policemen as against the civilians they wish to protect, the PNP has miserably failed on these aspect to serve and protect. Criminals are only but humans who thrive on peoples fears, choosing their victims well who are unarmed and helpless. The denial of this administration to issue PTCFOR to responsible individuals have made bullies of these criminals. Continue to deprive law-abiding citizens the right to protect themselves and only criminals will have guns. Certainly, we do not wish to make a wild west of a civilized society but as the saying aptly goes, "EVIL TRIUMPHS WHEN GOOD MEN DO NOTHING..."

no...it would be bad if the person condemned was the wrong one...look at hubert webb-he was innocent and yet he was punished for a crime he did not commit. If the death penalty were imposed, that wrong would never have been corrected since he would have been dead.



this also raises a moral issue: who is really right? after all, according to Einstein's theory of relativity, everything is based on a point of view (relative to something). in their eyes, maybe what they did was right. in our eyes, what they did was wrong. who is to say that they are wrong and that we are right or vice versa?



another thing is that this is an enormous responsibility-to condemn a man's life. although it may be the law, it doesn't mean that it is right. how could man have enough authority to snuff a fellow man's life like that? only God should have that power-its kinda like your neighbor killing your dog since he kept on dumping his crap on his lawn-what the dog did was wrong, but he had no authority to kill your dog. its the same case here. I would also feel bad for the poor person who would actually condemn the person's life and the person who would carry it out-how are they going to live with the guilt?



one last point: if, hypothetically, the death penalty was actually enforced in the Philippines, wouldn't that make the judge presiding over the case and the executioner (or whatever you call the person who would administer the lethal injection, activate the electric chair or whatever) murderers as well? wouldn't it be fair to the person being executed for the person who sentenced him to be executed as well? and if so, who would preside over the judge's case? shouldn't he be killed as well? if this system were put in place (judges being killed as well) no one would impose the death penalty since it would be like committing suicide. this would make the death penalty useless-a waste of precious time. and if it were not in place, then it would also be unfair to the person being executed-is it just because one is "the law" he is safe from being condemned for, what is basically the same crime? and who is to say that the system won't be biased/not to be influenced by the public will and the case be decided just by the merits of the arguments?

I think what really separate Singapore to Philippines is that they perform lashes to convicted criminals. For example rape in Singapore is not covered by death penalty but covered with a lot of lashes to your butt. If there's to improve i would say its the justice system in our country. I think being in prison was like living in hell, if i were the criminal i would rather choose to have death penalty than to spend the rest of my life in jail. ( that's my thought if i were the criminal.) what if a false person sentenced to death? there's no way we can restore their lives just like the case of Jason Webb, if we have death penalty during that time he would be dead by now. I believe, we need to restore back the death penalty in our country "IF JUSTICE IS JUSTIFIED". Pero kung ang mabibitay lang ehh yung walang kasalanan dahil magaling ang abogado palusutin ang tunay kriminal or mayaman talaga ang tunay na kriminal, ehh kawawa naman ang mahirap na inosente na mabibitay. Sa katulad kong ordinaryong mamamayan, natatakot akong maglakad kahit sa sariling lugar namin dahil laganap ang drug addiction. Killing cannot be paid by killing. I say no to death penalty. These criminals may have done something that shouldn't be done but they are humans, vulnerable to change, to change for the better. If I say I want the man who killed my father be killed then I am no more than a criminal too.

There are two things about this death penalty thing:



The Good thing is death penalty is the one of best law that all law offenders will scare out of their bones.



The Bad thing about this death penalty. Aside from having a fall guy in each cases subjected to death penalty. The Government has no f**king balls to pull it off this law. Our honest politicians has no guts and political will to stand to their beliefs.

I think not. Our government must be very watchful/strict to those who have guns. The check points should be strengthen, the tool gates must have a check points and all the barangays, municipalities, provinces and cities. A K9 dogs are very helpful. If there are many check points in our country the criminals may think twice to commit crimes.Our government must have a law that whoever pass the checkpoints must fill-up a form of having a fire arms, they must submit their (ex.)names, address, office address, landlines, home address, meralco bill so forth and so on and in an event that they not comply with the rules of the check points they must not enter the said area, he/she must comply to the requirements before entering in the area. Our government should make a special action unit that their main objectives is to determine who are the people pass the check points that have a gun/guns or who are the people who have guns in communities and to spot the names/people that have a bad record at the barangays because they are the most possible suspect if their is a crime in that area. And a law of door to door campaign; to check who has guns in the barangay, municipalities, provinces, regions and cities and must fill-up in the form or another form of having a fire arm. In that scenario, if their were crime happened in an area, it's easy to determine the criminals.

DEATH PENALTY should implement right now... I agree that Davao has lowered the rate of crime because of their mayor (Duterte). And it would be helpful to our country to lessen our population.

Because I have no trust in our authority like what happen to SC the case of vizconde massacre and hayden kho issue. It is so obvious that the importing thing in this earth is only MONEY, and anything can be resolve if you have money. Also like pacquiao, why should he ran for congressman if he can help his fellowmen by donating his money through a foundation Since he could have billion dollars in just one fight maybe he could pay our debt.

this is a government created by the people and it is for the people themselves. indeed, the government should protect the people regardless of their status - whether a criminal or not. when we allow death penalty we allow the government to destroy the very same entity it deems to protect.

the purpose of the conviction are both remedial and preventive, it provides remedy to those victim of injustice and prejudice and it provides prevention as to scare away future delinquent by imposing grave penalties, but as much as high penalties we can impose, we cannot play the role of God no matter how aggrieved or powerful we are.

perhaps the best thing we can do is to give chance for the delinquent to change their life, and if it does not work, it calls us to strive more on changes, but never on taking away what does not belong to us.

PROs: Guilty criminals due to commiting hideous crimes will be given corporal punishment thus creating a scare to others. You do crime you die. I hope this also counts in the drug traffickers...(root cause of some hideous crimes are due to drug addiction)



However....



CONs: what about those criminals that were sentenced with out due process..(say Hubert)..it has to be guilty beyond reasonable doubt before we even sentence someone to die. It would be nasty if someone who is not even a criminal goes to death row. (anyway a huge number of inmates confesses innocense)



Weighing both sides, i would agree to bring Death Punishment back.

Criminals, terrorists and rebels are just toying with the law enforcers, justice system and the government. It is long overdue to teach these maniacs their rightful places. Adapt the capital punishments from other countries especially Gulf countries. Aside from heinous crimes, petty crimes should be punished heavily. Government officials wants to please the church, human rights groups and wrong-doers that's why crimes are increasing exponentially.
