and could a lawsuit be filed against me if i posted up a notice that said "IF YOUR DOG $HIT$, PICK IT UP OR I WILL SHOVE THAT S#!T UP YOUR@$S."

No and yes.
And most places the sidewalk is your property. Like my houses, the property lines are in the middle of the etreet/road. I pay taxes on that property, but don't inforce the traffic laws.
You can report the person for violating public health codes though, same as if they spit on the sidewalk.

Yes I did see that. What do you think my opinion is, who doesn't have the opinion that it is horrible? I doubt they would give her the dog back because it was left outside like that. If it was just an obesity issue it would be one thing but it getting frozen to the sidewalk is abuse, no matter how fat the dog was. And to play devils adovcate for the neighbors, its tough to stand up to people about their pets. Who knows what other crazy stuff that woman has done? I have't read that recently so I don't know if they mention seeing the dog frozen, but glancing outside and seeing the dog sitting there isn't enough to make people start shoving the dog in through a window. ADD: If she has dementia, she should not have had a dog placed in her care. It is one thing to place it with a family member and allow her to see it but even if she isn't into the later stages, now is the time to tie up the loose ends so that when she deteriorates she isn't putting herself and other living creatures at risk. That dog should have been out of there earlier, and that is probably at least partly the families fault

You can bring a lawsuit, but it would be frivolous, since it is the municipalities' sidewalk, and then there are issues with intent, etc. However, you can get your message across by calling the police, who if they are quick will issue a citation for failure to curb, and post a sign that says, "Please curb your dog or I will call the police." You could follow them home and get their address. Although you may get more pleasure out of the sign, it won't actually solve the problem and may do more harm (like attracting some more poop than you bargained for).

A lawsuit can be filed for almost anything. Look at the guy who was suing his cleaner for millions because the cleaner purportedly messed up one pair of pants.
Shouldn't reasonable people be able to settle things like this without talk of lawsuits?
If you can't get thorugh to the guy, and there is a law against it, turn the guy in. Then it is a police issue.

Many cities now have laws requiring owners to pick up after their pets. You can always photograph them doing it and then find out who they are and report it to the police along with your evidence.
You could post such a sign, but if you ever get into a confrontation over this situation the sign could probably be used as evidence that you had malicious intend.

The sidewalk isn't your property so, no, you couldn't sue the dog owner. You can, however, report him to the police and let them pursue it.
If you wrote that note then yes he could sue you. That could be considered a threat and intent o do bodily harm

you have no standing to sue, since the side walk is public property,
your problem first it could not be profanity, and you can not threaten assault on a person for that infraction you can be arrested for assault
