OSC is Order to Show Cause. Reissuance means that at some point there was an Order to Show Cause on the Court's docket and for some reason it needs to be put back on it. An OSC is a hearing before a judge so the judge can make a decision on an issue (i.e., contempt, custody issues, etc.).

Office of Special Counsel (OSC). I'm not exactly sure what that is, but that's what the letters mean.
