Question:
Can a neighbor legally put an object near the street to prevent people from getting out of their car?

I live in a duplex on a dead end street with a factory across the street, so one side parking. There is not room for visitors to park in my nightmare of a driveway and my neighbors to the left park in the one spot in front of my house. When I have company come over, which is rarely, they sometimes have to park in front of my neighbors to the right's house. Today they moved their plant hanger from their garden to right in the middle of the parking spot, at the very edge of the yard so if someone parks there, a passenger cannot get out of the car without smashing into it.

So I'm wondering if I can report them or have some right because it is a public spot that they are trying to reserve. I would prefer NOT to confront them about it because they could easily just deny their intentions.

Check your local ordinances. But in general as long as it isn't into the street they can put whatever they want in their yard.

There is nothing to stop passengers getting out before the driver moves the car into the parking spot. The plants are not preventing parking - so they clearly don't obstruct the road. I regulalry have to park close to a wall - the passengers just have to get out before I move in close, or wait till I pull out before getting into the car.

As pointed out if it’s a public road, then the state/county/town depending on how the road is classified, i.e. certain roads are considered state roads like highways, some roads are controlled by the county while other roads are under the jurisdiction of the local town all will have a setback, right of way,

The length depends on who owns the road so to speak, for example my county road by me has a 10 foot right away from the center of the road going in both directions outward

You need to find out who owns the road then you can find out the length of the right away

If the plant hanger is impeding public access to public property, the parking spot, then call it in.

Most cars have more than one door.

This will depend on whether your street is private or public. All public streets have right of ways wider than the actual street. Private ones do not.
