He can check with his local law enforcement, but chances are there is very little they can do. I would be very surprised if the company actually existed. And, these type of scams usually originate in a country that has very few laws about scamming people, and the laws they have are not enforced. One country that most of these originate from is Nigeria. So the laws in your country will not apply unless the scammers are based in your country.

For the most part, unfortunately, he will just have to consider the money lost an expense to learn a valuable lesson. You should never have to pay anything to an employer for them giving you a job.

It is surprising how your friend paid amt. for securing job without knowing the person, his details, his address, his phone No. etc. Never open email which you suspect. Likewise many people receive email from foreign country UK saying that you have winned lottery and the person becomes victim when he replies his mail by giving bank account No. phone No. etc.No chances to get money back.

So be careful. Never open suspicious mail

To project spam mails follow as bellow.

Spam Protection

This type scam is just one more reminder of the cost of "education". Tell him to move on and forget it. I am sure there was a disclaimer somewhere in the ad he answered.

People need to responsible for their own actions. Although it is bad he did not know, now he has learnt a lesson. Go on and be more careful in the future. Old saying: "Fool me once, shame on you, fool me twice, shame on me!"
