NPAs / Defaulters names are already in the public domain since a long long time. The Credit Information Bureau (India) Limited (CIBIL) is already doing this. Check out http://www.cibil.com

Each day lacs and lacs of names are being compiled by CIBIL. All banks have access to a list of NPAs / defaulters.

But NPAs cannot be stopped or reduced by just making these names public as you're saying it with such veracity.

Banks never lend to such people. The first thing that a bank checks is whether the borrower has defaulted on any loans earlier. It checks the name in a public list of NPAs. Then it gives loans to the borrower if his credit record is good. So effectively NPAs are created by these very good clients. To reduce NPAs, banks have to be more diligent while giving loans. Ideally banks have to be close to their borrowers. Meaning they have to understand their business, their cash flows, & the management.

However to be proactive is to help out borrowers that were rendered NPAs becasue of business downturns or other factors beyond their management control. For example the 10% appreciation in rupee vs the US Dollar has caused a dent into gross margins of exporters earning revenues in US Dollars. An infosys that has a gross margin of 60%-70% can absorb the deficit but an industry where the gross margins itself are 10% will be left with no cash flow to pay interest. If the rupee does not depreciate in 3 months (90 days) A/C can be rendered NPAs.

The spirit of the question is worth appreciating and the resentment is not only worth noting but worth acting upon. But Alas ! It is the misuse of democracy that defaulters continue to defy.
