I recently posted a 10 minute compilation of ten songs on youtube of a certain techno genre called "Hands Up" i have posted 11 compilations so far and i had uploaded my 12th compilation 2 days ago. The compilations consists of 10 songs running for ten minutes at one minute per song, i state in the description the name of the songs, but provide no download links. So anyway, 30 minutes ago, i received a notification from youtube saying that i had received a strike for copyright infringement saying that my 12th video had infringed copyright. I would consider my video's a promotion, Although, My Opinion does not matter. I have read some copyright articles duscussing this and "Fair use" is implied in them, so

But my question is would a compilation be qualified as "Fair Use" and Am i within my rights to submit a counter-notification to youtube?

you won't get very far with your counter-complaint. Your usage of the songs falls way short of qualifying under Fair Usage. You are not posting them as part of a review, educational discussion, or satire, and the clips you are using are way too long even if you were in compliance with Fair Usage. You are simply posting your own "mix" for entertainment purposes. this requires permission from the copyright holder and is NOT covered under "Fair Usage".

What copyrights infringement?

Then passing it off as theirs with copy rights infringement?

When they were suppose to be the original children and descendant of God but turned out to be Son of a " Dirty old man" from someone else graveyard in time?

you're literally not allowed to do this. you could link to different pages, yet you're literally not allowed to reproduction comments, even if you cite the author. Now, you're allowed to take small excerpts (like what you note in action picture classified ads). yet it truly is what you're doing. So, no.
