I've got a service admin that has constantly harassed me on IRC, provoking me, starting arguments and making up rules I've broken, and then punishing me, banning me from channels, and even giving me a 90-day G:line at the end of it. I have logs of (some) of the abuse, small chance I have logs of all of it. I also know other members who have been abused, and have some logs of that. There's also a rule in the MOTD that says "No harassing other users." How much of a chance would I have if I tried to take action against the person/IRC network?

The answer to your question is: No.

Stop whining and go to a different IRC server/network. Or here's another idea... join the rest of us here in 2007 and stop using IRC cause it's primitive and lame.

I am not sure. One problem that I see is that you will first have to find this guy and if he doesn't live in the same state that you do then you will have a jurisdiction problem.
