Do you need a work permit to be an Event Planner in California? I'm 17 and residing in San Francisco if it means anything.

You need to be 18, basically. As a minor, you can't sign binding contracts, which means that you can't make contracts for caterers, decorators, bands and entertainment, etc. You can work FOR an event planner, but you won't be able to do the legal stuff.
Edit: By "work permit" I assume that you mean a piece of paper that you get from your school, allowing you to work as a minor, not a business permit. They are two different things.

You need a work permit for just about any job in California if you are under 18.
Once you are 18, you could become an event planner. You don't need any special license.

You need a business permit for any activity that relates to you or any organization which earns a profit, the only exception is a charitable organization and even then in CA it is questionable, so yes, you will need a business licence and a work permit, if you do not have a work permit you cannot do anything that will allow you to make a profit in California, you will need to become a legal resident of the USA first and then obtain a work permit then a business licence.
