Federal Agent Impersonation?

I'm trying to figure out if I am wasting my time or not.
A few months back, this guy needed to serve my boyfriend papers for court - he drove all the way down from NY to MD in order to do so. Now, instead of just serving the papers this is what happened:
He took a wanted poster to my boyfriends job asking about him - he wasnt at work yet. So he came to my home looking for him (my boyfriend had just left for work). Didn't believe me that my bf was not there so came in a searched the house. Stated he had a warrant for his arrest and would be arresting him. Refused to let me call my bf to come back to the house, then demanded that if I called him I would have to do so in his presence. Went on about how FBI and police protocol differs when I made mention of there having to be some proper protocol if there was indeed a warrant. Other then him previously mentioning he was a federal agent, I assumed he worked for FBI (especially with him going on about the difference in protocol). He corrects me, shows me a badge and states US Fugitive Services. He leaves my house and ends up going back to my bf's job where he tries to arrest my bf. My bf asks to see the warrant he flashes a paper (not a warrant).
That is when he ends up serving the court summons. He pulls away in a vehicle that also had flashing lights on it.
Also, he left his (extremely fake) wanted poster at my place of residence. A week later at the court hearing (a child support hearing), his wife (who was there during the situation and who needed the papers served to my bf) stated her husband was a bounty hunter. Now, mind you - THERE WAS NEVER A WARRANT, my bf DID NOT SKIP BAIL, this dude crossed state lines and did not alert local authorities as to his needing to make an arrest, he was in regular clothes and all complete with badge, cuffs (which he came close to cuffing my bf until my bf took his hand away).

My question - is this really impersonation? I have sought advice and all except one person say this is the case and should be bought to trial. The one person said he was in the right and could do this. My bf pressed charges and this guy did not show up. Not sure why, but he didn't.

Any opinions or insight would be helpful because I do not want to waste my time going in the wrong direction.

US Fugitive Services (http://usfugitivesvc.com/) is a private bail bond company (bounty hunters). They are NOT federal agents, they are not even considered law enforcement officers. They have no connection to any government agency; they are just a private company. This guy is nothing but a hired thug for his wife. This guy WAY overstepped what bounty hunters are allowed to do, actively attempted to impersonate a federal agent, used falsified information and documents, and conducted an illegal search and detention (by not allowing you to leave). First, report this clown to his agency. If they try to defend his action in any way, report him and their agency to your local police and report him to the FBI. You can also sue the schmuck for what he did.
